July 2026 — Month at a Glance
Education and welfare data dominated the social calendar — Uttarakhand became India's sixth fully literate state, and fresh UDISE+/PGI reports tracked school-education progress. Financial-irregularity allegations at the Ram Mandir reopened the debate on temple donation governance, while a Bengaluru creche abuse case exposed gaps in India's childcare regulation. On the culture-and-sports front, the Commonwealth Games began in Glasgow, two Chinese mathematicians made history at the Fields Medal, and India's new anti-doping law came into force.
1. Education & Digital Learning
Uttarakhand: India's sixth fully literate state (ULLAS programme)
- What — Uttarakhand became India's 6th fully literate state under NEP 2020 and the 'ULLAS' (Understanding Lifelong Learning for All in Society) programme.
- New literacy definition — 2024 redefinition: ability to read, write and compute with comprehension (foundational literacy/numeracy) plus digital and financial literacy; a State is "fully literate" at ≥95% (100% is deemed practically unattainable).
- ULLAS — Centrally Sponsored Scheme (2022–27) for adult education (age 15+); target 5 crore learners; 27 languages; assessed via FLNAT, certified jointly by NIOS and DoSEL; 2 crore+ learners have appeared for FLNAT, backed by 47.7 lakh volunteer teachers.
Performance Grading Index (PGI) 2.0 and the UDISE+ Report
- PGI 2.0 — Ministry of Education's school-education assessment for States (PGI-S, 1000 marks/70 indicators/6 domains) and Districts (PGI-D, 600 marks/70 indicators/11 domains); uses performance bands, not rankings. 2025-26: no State/UT reached the top 3 grades; Chandigarh was the sole UT in Uttam-3; the gap between best and worst scorers narrowed from 51% (2017-18) to 31.4%.
- UDISE+ Report 2025-26 — Covers 14.67 lakh schools, 24.72 crore students, 1.03 crore teachers; Secondary GER rose to 71.7% (from 68.5%); dropout rates fell (Secondary: 8.2%→7.0%); Pupil-Teacher Ratio improved across all levels, better than the NEP 30:1 benchmark.
Academic Bank of Credits (ABC/APAAR) and TribeX
- ABC/APAAR — Under NEP 2020, students get a unique APAAR ID (renamed from ABC ID, linked to Aadhaar/DigiLocker) enabling credit accumulation/transfer across institutions via the National Academic Depository (NAD); credits are valid for a maximum of 7 years.
- TribeX — Ministry of Tribal Affairs launched TribeX, a digital learning platform for tribal arts/culture — offers 5 UGC-recognised PG Diplomas (Santali/Ol Chiki, tribal livelihoods, museology, arts, textiles) and a heritage archive of 5,000+ (expanding to 10,000) multimedia resources.
- NISER graduation — The Vice-President addressed NISER Bhubaneswar's 15th graduation ceremony — an autonomous Department of Atomic Energy institute (founded 2007) promoting basic-science research across 7 Schools.
2. Social Welfare, Digital Governance & Child Protection
Ayushman Sarathi, MANAS and the CRS Report 2024
- Ayushman Sarathi — NHA (MoHFW) launched a 24×7 WhatsApp chatbot for PM-JAY services — checking eligibility, applying/downloading the Ayushman Card, eKYC, grievance tracking and hospital search.
- MANAS — National narcotics helpline (under NCB, MHA) accessible via 1933, web, email and UMANG — enables anonymous reporting; a first comprehensive 2019 report found 16 crore alcohol users and 2.8 crore opioid-dependent persons in India.
- CRS Report 2024 — The RGI's Civil Registration System Report recorded 99.1% birth and 99.4% death registration — up from 56%/48% in 2000; 18 States/UTs achieved 100% birth registration, 21 achieved 100% death registration.
LokOS, SHE-LEAPS and the Daanveer Initiative
- LokOS — A digital-governance platform under DAY-NRLM (Ministry of Rural Development) digitising Self-Help Groups and Community-Based Organisations — tracks ~₹2 lakh crore of annual SHG transactions.
- SHE-LEAPS — Launched June 2026 under LokOS for women's rural entrepreneurship; supports the Lakhpati Didi initiative, whose target was raised from 3 crore to 6 crore women (₹10 lakh crore planned over 5 years).
- Daanveer Initiative — MoPR + NIC + DigiHaat platform ('Give Back to Your Village') letting citizens/diaspora donate computer bundles to Gram Panchayats via the Meri Panchayat App — targets India's ~2.5 lakh Gram Panchayats.
Governance reform: Daksh Leadership Programme & e-Governance conference
- Daksh Programme — 3rd batch of the DAKSH Leadership Programme (Development of Aspiration, Knowledge, Succession and Harmony) for CPSE senior executives launched — a year-long programme under Mission Karmayogi, jointly run by the Capacity Building Commission and SCOPE with ISB.
- NextGen e-Governance conference — DARPG and the Meghalaya government hosted a National Conference on NextGen Administrative & e-Governance Reforms in Shillong, focused on AI-enabled governance and citizen-centric administration under the Viksit Bharat@2047 vision.
Bengaluru creche incident and the CSEAM directive
- Bengaluru creche — Alleged abuse of toddlers at a Capgemini campus creche exposed regulatory gaps: no uniform national daycare standards, and the Maternity Benefit (Amendment) Act, 2017's Section 11A (mandatory creches for 50+ employee establishments) lacks defined quality standards and excludes the 90%+ informal-sector female workforce.
- Meta / CSEAM directive — MeitY directed Meta to disable ads/content promoting CSEAM (child sexual exploitative and abuse material) on Instagram under the IT Act, 2000 and IT Rules, 2021 — mandating AI-content labelling, faster takedowns (NCII within 2 hours) and traceability for serious offences.
3. Culture & Heritage
Temple Donation Management: the Ram Mandir row
- What — Allegations of financial irregularities in Ram Mandir donation management (cash boxes, online transfers, RTGS/NEFT) sparked comparisons with Tirupati (TTD), Jagannath Temple and Vaishno Devi, which operate under dedicated state legislation with statutory audits.
- The gap — The Ram Temple functions through a trust deed, not dedicated legislation; unlike Tirupati, it has no comprehensive digital tracking and is not subject to mandatory state/central audits — prompting calls for real-time digital accounting, RFID-tagging of valuables and periodic audited disclosures.
Sant Ravidas 650th anniversary and GI crafts
- Sant Ravidas — Guru Ravidas's 650th birth anniversary year is being marked as the Samarasya Sankalp Abhiyan (from Guru Purnima, 29 July 2026, to his birth anniversary next February); born 1377 CE in Varanasi, an early opponent of caste through Bhakti-movement poetry — ~41 of his poems are in the Adi Granth.
- Jodhpur Mojari — The Centre granted a GI tag to Jodhpur's Mojari — traditional handcrafted leather footwear (~200-year craft tradition, patronised historically by Marwar's royal families), made by the Jinagar caste (traditionally saddle-makers).
Heritage restoration: Thukkachi Temple and Prambanan Temple
- Thukkachi Abathsahayeswarar Temple — This 12th-century Chola-era temple (Thanjavur district, Tamil Nadu, on the Arasalar River) was restored, winning the UNESCO Asia-Pacific Award of Distinction for Cultural Heritage Conservation (2024) — a rare example of the Kara Kovil style, where the sanctum resembles a ceremonial chariot.
- Prambanan Temple — India and Indonesia jointly launched a conservation project at Prambanan (Yogyakarta) — Indonesia's largest Hindu temple complex, built by the Sanjaya Dynasty in the 9th century, dedicated to the Hindu Trimurti and a UNESCO World Heritage Site since 1991. *(See Polity & Governance file for the diplomatic context of PM Modi's Indonesia visit.)*
4. Sports & Awards
23rd Commonwealth Games begin in Glasgow
- What — The 23rd Commonwealth Games began in Glasgow, Scotland (previous edition: Birmingham, 2022) — trimmed to just 10 sports, after dropping 9 (including badminton, hockey, wrestling and table tennis).

Fields Medal 2026: a first for China

National Anti-Doping laws enforced in India
- What — The National Anti-Doping Act, 2022 and the National Anti-Doping (Amendment) Act, 2025 came into force from 15 July 2026 — implementing India's 2007 ratification of the UNESCO anti-doping convention and aligning with the WADA Code.
- Key amendment — Grants NADA's Director General and members operational independence from sports federations, Olympic/Paralympic bodies and government agencies; Appeal Panel constitution shifted from the National Board to the Central Government; appeals go to the Court of Arbitration for Sport (CAS), Switzerland, restricted to bodies like WADA/IOC/IPC.
