The constitutional basis of the council (Articles 74 & 75), the three ranks of minister, the 91st Amendment cap — and the CURRENT Union Cabinet under the Modi 3.0 government: who holds Home, Defence, Finance, External Affairs, Railways and every other portfolio, their constituencies, the Ministers of State (Independent Charge), and the recent 2026 changes.

1. Constitutional Basis — Articles 74 & 75
India is a parliamentary democracy: the President is the constitutional head, but real executive power is wielded by the Council of Ministers headed by the Prime Minister. Article 74 says there shall be a Council of Ministers with the PM at its head to aid and advise the President, and the President must act on that advice (made binding by the 42nd Amendment, 1976). Article 75 governs how ministers are appointed and to whom they answer. The council you read about in the news — the 'Cabinet' — is the political engine of the Union government.
- Article 75 — appointment & responsibility — The Prime Minister is appointed by the President; the other ministers are appointed by the President on the PM's advice. Ministers hold office during the pleasure of the President, but the Council of Ministers is collectively responsible to the Lok Sabha — if it loses the House's confidence, the whole government must resign. A minister who is not a member of either House for six consecutive months ceases to be a minister.
- Collective vs individual responsibility — Collective responsibility (Article 75) means the ministry sinks or swims together — a Cabinet decision binds every minister, who must support it in public or resign. Individual responsibility means each minister answers to the President (through the PM) for their own department. 'The Cabinet is a wheel on which the whole business of government turns.'
The three ranks of minister
The Council of Ministers is a wider body than the Cabinet. It has three tiers, and only the top tier — the Cabinet Ministers — sits in the Cabinet that takes the big decisions.
Cabinet Minister vs MoS (I/C) vs MoS| Rank | What it means |
|---|
| Cabinet Minister | Senior-most; heads a major ministry independently; member of the Cabinet and its meetings. |
| Minister of State (Independent Charge) | Heads a ministry/department on their own, but does not sit in the Cabinet; reports directly, not under a Cabinet Minister. |
| Minister of State (MoS) | Attached to a Cabinet Minister to assist with a big ministry; junior-most rank. |
2. The Cabinet Ministers & Their Portfolios
These are the Cabinet-rank ministers of the Modi 3.0 government, each heading one or more major ministries. Learn the 'big four' first — Home, Defence, Finance, External Affairs — then Railways, Road Transport, Agriculture, Health and the rest. The name → portfolio → constituency triad is the most-asked pattern in every GK paper.

3. Ministers of State (Independent Charge) & Notable MoS
A Minister of State (Independent Charge) runs a ministry on their own without a Cabinet Minister above them — a rung below Cabinet rank but with real charge of a department. The Modi 3.0 government has five MoS (I/C).
Ministers of State (Independent Charge)| Minister | Independent-charge portfolio(s) | Constituency / House |
|---|
| Rao Inderjit Singh | Statistics & Programme Implementation; Planning (also MoS Culture) | Gurgaon (Haryana) |
| Dr. Jitendra Singh | Science & Technology; Earth Sciences (also MoS in PMO, Personnel, Atomic Energy, Space) | Udhampur (J&K) |
| Arjun Ram Meghwal | Law & Justice (also MoS Parliamentary Affairs) | Bikaner (Rajasthan) |
| Prataprao Jadhav (Shiv Sena) | Ayush (also MoS Health & Family Welfare) | Buldhana (Maharashtra) |
| Jayant Chaudhary (RLD) | Skill Development & Entrepreneurship (also MoS Education) | Rajya Sabha (UP) |
A few notable Ministers of State
- Home — MoS — Nityanand Rai and Bandi Sanjay Kumar (Karimnagar, Telangana) assist Amit Shah in the Home Ministry as Ministers of State.
- Finance — MoS — Pankaj Chaudhary is the Minister of State for Finance, assisting Nirmala Sitharaman.
- Other well-known MoS — Ramdas Athawale (Social Justice), Anupriya Patel (Health; Chemicals & Fertilizers), L. Murugan (I&B; Fisheries), and actor-MP Suresh Gopi (Petroleum; Tourism) are among the recognisable Ministers of State.
4. Exam Notes — Firsts, Facts & Memory Hooks
The questions asked from this topic fall into three buckets — the constitutional articles, the who-holds-what portfolio recall, and the recent changes. Fix these high-frequency pointers.
- Article map — Art. 74 → Council of Ministers to aid & advise the President (advice is binding). Art. 75 → appointment, oath, salary, collective responsibility to Lok Sabha, the 6-month non-member rule. Art. 77 → conduct of government business. Art. 78 → PM's duty to keep the President informed.
- The number to memorise — 91st Amendment (2003): ministers ≤ 15% of Lok Sabha strength → a maximum of about 81 ministers. Collective responsibility is to the Lok Sabha, not the Rajya Sabha.
- First-time / distinctive facts — Modi 3.0 is India's first full-term coalition government led by Modi (BJP + NDA allies like TDP, JD-U). Nirmala Sitharaman is India's first full-time woman Finance Minister and holds the portfolio through her record consecutive Union Budgets. Allies hold visible portfolios — Civil Aviation (TDP), Heavy Industries (JD-S).
- The 2026 hot fact — Dharmendra Pradhan resigned as Education Minister on 25 July 2026 (NEET-UG 2026 paper-leak protests); Pralhad Joshi holds Education as additional charge. This is the single most likely 'recent development' question from this lesson.
