1. December 2025 — Month at a Glance
December 2025 was dominated by education reform and cultural recognition. The Viksit Bharat Shiksha Adhishthan Bill proposed merging the UGC, AICTE and NCTE into a single regulator, backed by a NITI Aayog report on internationalising Indian higher education. The government marked one year of its Bal Vivah Mukt Bharat Abhiyan against child marriage with a 100-day awareness drive. On culture, India hosted UNESCO's ICH committee for the first time and saw Deepavali inscribed on its heritage list, celebrated 150 years of Vande Mataram, was re-elected to the UNESCO Executive Board, and expanded its National Film Heritage Mission's digitisation drive. December's honours ranged from Dr Tessy Thomas's Paulos Mar Gregorios Award to Supriya Sahu's UNEP 'Champion of the Earth' title and the passing of Jnanpith laureate Vinod Kumar Shukla.
Viksit Bharat Shiksha Adhishthan (VBSA) Bill, 2025
- What — The Union Government proposed the VBSA Bill, 2025 (listed in the Winter Session) to overhaul higher-education regulation by replacing the UGC, AICTE and NCTE with a single 12-member umbrella commission overseeing three specialised councils (Regulatory, Accreditation, Standards).
- Key changes — Separates funding from regulation (grant-disbursal shifts from UGC to the Education Ministry); enables foreign universities to operate in India and Indian universities to open offshore campuses; medicine, law, nursing, pharmacy, veterinary sciences remain exempted under their own regulators.
- Enforcement & criticism — Penalties range ₹10 lakh to ₹75 lakh, with possible institution closure; unaccredited institutions may face fines of ₹2 crore+. Critics compare it to the criticised 2018 HECI Bill, though VBSA includes State representation on all three councils.
NITI Aayog: Internationalisation of Higher Education in India
- What — NITI Aayog released a report aligning with NEP 2020 and the VBSA Bill, focused on correcting the imbalance between inbound and outbound student mobility.
- Numbers — For every 1 international student in India, 28 Indian students go abroad (2024); India hosts only ~47,000 international students despite a 518% rise since 2001; forecasts project 7.89-11 lakh by 2047.
- Recommendations — Proposes Bharat Vidya Kosh (a $10bn research sovereign-wealth fund), Vishwa Bandhu scholarship/fellowship to attract foreign students/faculty, Bharat ki AAN alumni-ambassador network, and an Erasmus+-style multilateral academic mobility framework.
