April 2026 — Month at a Glance
April 2026 was a month of high-stakes reversals in Indian governance. Parliament's biggest constitutional push of the year — the Constitution (131st Amendment) Bill — fell short of the required majority and was defeated, forcing the withdrawal of two linked bills. Andhra Pradesh finally got legal closure on its 12-year capital question with Amaravati notified as its sole permanent capital. A Tamil Nadu trial court handed down a rare death-sentence verdict against nine policemen, and an Allahabad High Court judge's resignation once again exposed India's weak framework for judicial accountability. Overseas, a fragile US-Iran ceasefire collapsed into a naval blockade, the UAE quit OPEC, and India hosted the leaders of Austria and South Korea. Below is the exam-ready, point-wise version of every governance, law and diplomacy story of the month.
1. Constitution, Parliament & Elections
Constitution (131st Amendment) Bill, 2026 defeated in the Lok Sabha
- Background — The 106th Amendment Act, 2023 (Nari Shakti Vandan Adhiniyam) gave women one-third reservation in the Lok Sabha/Assemblies but tied it to delimitation after the first census post-enactment — pushing real implementation to 2029 at the earliest.
- The three 2026 Bills — Constitution (131st Amendment) Bill, Delimitation Bill, UT Laws (Amendment) Bill — together proposed expanding the Lok Sabha to 850 seats (815 states + 35 UTs), using the 2011 census for delimitation, and removing the “first census after enactment” reservation condition.
- Vote — Defeated 298 votes to 230 — short of the two-thirds special majority a constitutional amendment requires; the two dependent statutory bills were automatically withdrawn.
- Why it failed — Southern states feared a North-South federal imbalance from population-based seat redistribution using outdated census-freeze logic (in place since the 42nd Amendment, 1976); Rajya Sabha's relative share would also have shrunk from a 2.2:1 to a 3.3:1 Lok Sabha ratio.
- Rule 72 angle — Opposition members invoked Rule 72 of Lok Sabha procedure (objecting to a Bill's introduction on constitutional-competence grounds) during the Bill's introduction stage, forcing a division of votes even before detailed discussion.
Women's representation in Parliament — key numbers| Metric | Figure |
|---|
| Current Lok Sabha women's share | 13.8% (75 of 543 MPs) |
| Peak Lok Sabha share (2019) | 14.4% |
| India's global rank (women in Parliament) | 147th of ~190 countries |
| Local-body (panchayat/municipal) women's share | Over 33% (reserved quota) |
Privilege Motion against the PM
- What — Congress moved a privilege motion against PM Narendra Modi over his 18 April address to the nation following the 131st Amendment Bill's defeat, alleging he questioned MPs' integrity and voting conduct.
- What is a privilege motion — A parliamentary tool (basis: Articles 105/194) used when a member believes a breach of privilege or contempt of the House has occurred; the Speaker/Chairman decides admissibility, and it may go to the Privileges Committee.
- Parallel move — The opposition separately approached the Election Commission, alleging the PM's address (during an ongoing election period) violated the Model Code of Conduct.
2. Amaravati Notified as AP's Permanent Capital
- What — The Government of India officially notified Amaravati as the permanent, sole capital of Andhra Pradesh via the Andhra Pradesh Reorganisation (Amendment) Act, 2026, passed by Parliament.
- Retrospective effect — From 2 June 2024 — the date the 10-year common-capital arrangement (Hyderabad, under the 2014 bifurcation) between Telangana and AP ended.
- Historic first — The first time in independent India's history that a specific Bill has been brought to Parliament to declare a particular city as a state's permanent capital.
- Effect — Nullifies the earlier YSRCP government's multi-capital plan (Visakhapatnam-executive, Amaravati-legislative, Kurnool-judicial); described as a major win for Amaravati's land-pooling farmers.
3. Criminal Justice & the Judiciary
Sattankulam custodial-deaths case — 9 policemen sentenced to death
- What — The Madurai trial court convicted and sentenced nine policemen to death in the 2020 Sattankulam custodial-deaths case (CBI v Sridhar) — a father and son, arrested on minor charges, died from extreme torture.
- Legal basis — Categorised under the “rarest of rare” doctrine (*Bachan Singh v State of Punjab*); trial courts cannot impose fixed-term or non-remittable life sentences (per *UoI v V. Sriharan*, 2015, reaffirmed in *Kiran v State of Karnataka*, 2025), leaving only ordinary life imprisonment or death as options.
- Next step — The case goes to the Madras High Court, which can convert the death sentence into a fixed-term life sentence without remission.
Justice Yashwant Varma's resignation halts impeachment
- What — Justice Yashwant Varma of the Allahabad High Court resigned in 2026 following the “cash-at-home” controversy (unaccounted cash reportedly found at his residence after a 2025 fire), which had triggered impeachment proceedings.
- Effect — Resignation under Article 217(1)(a) came before the process concluded, halting the impeachment midway — removal proceedings cannot continue once a judge demits office; criminal proceedings may still follow under ordinary law.
- Process (for reference) — Removal needs proved misbehaviour/incapacity (Articles 124(4) SC / 218 HC + Judges Inquiry Act, 1968): 100 Lok Sabha or 50 Rajya Sabha MP signatures → 3-member inquiry committee → special-majority vote in both Houses. No judge has ever been successfully impeached in 75 years.
Khap panchayat diktats held unconstitutional
- Ruling — The Rajasthan High Court held that diktats by khap panchayats/caste councils are unconstitutional, violating Articles 14, 15, 19 and 21, after petitions cited coercion, fines and social boycott across districts like Sirohi, Barmer and Jodhpur.
- Directions — State must frame a clear SOP against social boycott; police investigations into social ostracism cases must be supervised by an officer not below Additional SP rank and completed within 90 days.
4. Legislation & Regulation
Promotion & Regulation of Online Gaming Rules, 2026
- What — India notified rules under the Promotion and Regulation of Online Gaming (PROG) Act, 2025, banning online money games while permitting e-sports/social games, and setting up the Online Gaming Authority of India (OGAI) as unified regulator.
- OGAI — Six-member body chaired by MeitY's Additional Secretary, HQ in Delhi; classifies games within 90 days, issues Certificates of Registration valid up to 10 years.
- Scale — India has ~591 million online gamers (2025, ~40% of the population); the sector was worth 3.8 billion, growing at 28% CAGR, projected to reach 9.2 billion by 2029.
- User protection — Mandates age verification, time restrictions, parental controls, two-tier grievance redressal; banks/payment gateways must verify a game's regulatory status before processing transactions.
Jan Vishwas (Amendment of Provisions) Bill, 2026
- What — Passed by Parliament with Presidential assent — decriminalises minor offences and rationalises legal provisions across 79 Central Acts / 23 Ministries, amending 784 provisions; 717 decriminalised, ~805 offences shifted from imprisonment to civil penalties, 125 offences omitted.
- Predecessor — The earlier Jan Vishwas Act, 2023 had amended 183 provisions across 42 Central Acts.
Uniform Civil Code becomes a Bengal election flashpoint
- What — The PM promised UCC implementation in Bengal if the BJP wins the 2026 Assembly election; Chief Minister Mamata Banerjee opposed it, threatening revocation — turning UCC into a central electoral issue.
- Constitutional basis — UCC (a common set of personal laws replacing religion-based ones) is mentioned under Article 44, a Directive Principle of State Policy.
5. International Relations & Diplomacy
US-Iran ceasefire collapses; naval blockade follows
- What — A ceasefire between the US and Iran, tied to reopening the Strait of Hormuz, collapsed after follow-up talks in Islamabad; the US responded with a naval blockade of Iranian ports, sharply escalating tensions.
- Impact on India — India imports ~60% of its LPG via the Gulf (90% via Hormuz) and ~30% of crude transits the Strait; ~1 crore Indians work in the Gulf, and 8 Indian deaths were reported amid the conflict.
UAE exits OPEC after nearly six decades
- What — The UAE decided to exit OPEC and OPEC+, effective 1 May 2026, ending membership since 1967, amid security risks from the US-Iran conflict and a push for strategic autonomy.
- OPEC facts — Founded 1960 at the Baghdad Conference by Iran, Iraq, Kuwait, Saudi Arabia and Venezuela; now 12 members. OPEC+ (2016, with Russia and others) together produces ~40% of world crude and 60% of traded petroleum.
Two high-profile visits to India — Austria and South Korea
- Austria — Federal Chancellor Dr. Christian Stocker paid the first Austrian Chancellor visit to India in 42 years, producing a counter-terror Joint Working Group, a Cybersecurity Dialogue, and support for the India-EU FTA.
- South Korea — President Lee Jae Myung elevated the India-Korea “Special Strategic Partnership”; both set a 27 bn → 50 bn by 2030 trade target, agreed to restart CEPA upgrade talks, and launched the India-Korea Digital Bridge.
