February 2026 — At a Glance
February 2026's governance story in Andhra Pradesh was about accountability, policing reform and long-term demographic planning. Assembly Speaker Chintakayala Ayyanna Patrudu decided to bring in digital attendance for MLAs from the Budget Session. CM N. Chandrababu Naidu announced a Population Management Policy for an ageing society. The AP Police rolled out the AI4AP Police Project as a pilot in three districts, launched the statewide Operation Chinnari-Thalli against sexual offences on children, and Nellore police ran a cycle rally under the anti-drug Operation Vajra Prahar.
1. Legislature — Digital Attendance for MLAs from the Budget Session
Speaker acts against persistent absenteeism
- The decision — Speaker of the AP Legislative Assembly Chintakayala Ayyanna Patrudu decided to introduce a digital attendance system for MLAs, to be implemented from the Budget Session, to curb persistent absenteeism and ensure real participation.
- Why — YSRCP MLAs continued to stay away from the Assembly after the 2024 elections. Only 11 MLAs attended — and that too solely for the Governor's address. Legislators were also allegedly signing the register and leaving without taking part.
- Governor's address — The Governor's address is not treated as a regular sitting, so presence on that day is not counted for attendance.
- Session length — The duration of the Budget Session is to be finalised by the Business Advisory Committee (BAC). The Speaker briefed Governor S. Abdul Nazeer on the session arrangements.
- Legal basis — A legislator may face disqualification if absent for 60 consecutive days without permission of the House (the rule in Article 190(4) of the Constitution). The Speaker used his discretionary powers to enforce attendance discipline.
Digital attendance — quick facts| Point | Detail |
|---|
| Decided by | Speaker Chintakayala Ayyanna Patrudu |
| Applies from | Budget Session |
| YSRCP MLAs who attended | 11 — only for the Governor's address |
| Session duration fixed by | Business Advisory Committee (BAC) |
| Absence limit | 60 consecutive days without permission |
- Significance — Promotes legislative accountability, prevents misuse of attendance registers, encourages participation in debates and brings technology into legislative governance.
- Concerns — Could trigger political confrontation when absence is a protest strategy; needs robust digital infrastructure; presence does not guarantee quality participation.
2. Population Management Policy — CM's Review with Ministers and Secretaries
Planning for an ageing society and a healthy demographic structure
- What — CM N. Chandrababu Naidu announced that AP will soon introduce a Population Management Policy. The announcement came at a review meeting with ministers and secretaries at the Secretariat in Vijayawada.
- Aims — Address the ageing-population challenge (many European countries face demographic stress from a rising elderly population), change the mindset that people cannot work after 60, and keep a healthy demographic structure for long-term growth.
- Nutrition — An action plan for nutritious food for students under the Mid-Day Meal Scheme, children at Anganwadi Centres and beneficiaries of Anna Canteens, with emphasis on leafy vegetables and supplements.
- Maternal health — Promote normal deliveries and reduce unnecessary C-section births; improve maternal nutrition through supplements.
- Disease goal — Make Andhra Pradesh HIV/AIDS-free by 2027.
Health screening targets (Sanjeevani Project)| Target group | Number |
|---|
| High-risk individuals to be screened | 66 lakh |
| Hostel students to be screened (by July) | 5 lakh |
| Students up to Class XII — health profiles | 70 lakh |
- Education — A 100-day action plan to improve Class X results, reduce exam pressure and prevent student suicides.
- Growth target — Double GSDP and per capita income every five years; per capita income is treated as the key indicator of living standards.
- P4 scheme — People-Public-Private-Partnership (P4) to reduce inequality, with more Margadarsis and Bangaru Mitras helping the poor out of financial hardship.
- Finances — The CM blamed the previous YSRCP government for financial mismanagement (2019–2024); the State pays 14% interest on past loans and is working to reschedule loans and improve its credit rating. Salaries are now paid on time and the Super Six promises are being implemented.
- Agriculture ideas — Explore Kumkuma Puvvu (saffron) cultivation in Lambasingi (traditionally a Kashmir crop); set up India's first Cocoa City near Eluru; expand coffee and promote the Araku Coffee brand.
- Environment & safety — An action plan under the 'GRAM G' scheme, prevention of groundwater pollution by industrial effluents, and safe drinking water for institutions, hostels and the public. After students fell sick at a hostel in Devarapalli, the CM warned that district officials would be held accountable if it recurs.
3. Police Reform — AI4AP Police Project Piloted in Three Districts
An integrated AI ecosystem for investigation and intelligence
- What — The AP Police launched the AI4AP Police Project on a pilot basis in Chittoor, Guntur and Annamayya districts to build an integrated AI ecosystem that modernises policing and improves investigation outcomes.
- Origin — It grew out of the AI4 Andhra Police Hackathon (June 2025) — described as India's first police-specific AI innovation event — in which over 200 innovators took part.
- CCTNS integration — Seamless access to crime and criminal databases through CCTNS (Crime and Criminal Tracking Network & Systems).
- Police LLM — A specialised Police Large Language Model to help officers with analysis, documentation and intelligence gathering.
- Expected outcomes — Shorter investigation timelines, better conviction rates through improved evidence analysis, and more public trust.
AI4AP Police — partners| Role | Partner |
|---|
| Knowledge partner | 4sightAI (CEO Surya Kotha) |
| Technology partner | Sparity (MoU signed) |
| Prototype developers | Winning teams of the AI4 Andhra Police Hackathon |
- Significance — Moves policing from reactive to predictive and preventive, fits national police-modernisation goals and could be a blueprint for other states.
- Concerns — Privacy and surveillance risks, algorithmic bias, cybersecurity of sensitive data, the need for officer training and the absence of a clear regulatory framework for AI policing.
4. Child Safety — Operation Chinnari-Thalli
A statewide drive against sexual offences on children
- What — The AP Police launched Operation Chinnari-Thalli, a statewide special drive under the Women and Child Safety Wing to prevent sexual offences against children. Tagline: "Safe childhood for sustainable development."
- Offender tracking — Sexual Offenders Sheets (SOS) will be opened against those involved in sexual crimes over the past five years, for surveillance and to prevent repeat offences.
- POCSO cases — Zero pendency in arrests in POCSO cases; charge sheets within 60 days.
- Speed trial monitoring — Trial progress will be monitored to raise conviction rates and deter offenders.
- Awareness — "Good Touch–Bad Touch" campaigns in schools, Anganwadis and hostels; families, especially mothers, will be sensitised.
- Security — Special arrangements and intensified night patrolling in crime hotspots; vulnerable areas identified in advance.
